terminal speed detection on Ultrix (help needed)

We are running Ultrix v1.2 on a VAX 785. Currently the system is set
up to do automatic speed detection, but is inadequate for our
purposes. Currently the system sends out the "login:" prompt at
9600 baud. If it doesn't like the response it gets, it sends it out
again at a different speed, until the user recognizes it and responds
with something besides a carriage-return.
The problem with this method is that if the terminal is not set for
9600 baud, the characters appear as garbage to the terminal and cause
problems with some terminal emulators (on PC's) causing them to act
odd and sometimes lock up.
We would like a method of speed detection that doesn't send out
anything until it's sure of the speed. Curiously, our MicroVax
running ULTRIX behaves just the way we want it to, waiting for a
carriage return before sending anything.
Anybody have any suggestions on how to configure this?
