In each makefile when you invoke subservient makes instead of:
foo: $(FRC)
make foo
do:
foo: $(FRC)
make CFLAGS='$(CFLAGS)' LDFLAGS='$(LDFLAGS)' foo
This can be used to reliably import other make variables. FYI:
FRC means Force ReCompilation.
