research ingres creatdb problem

Just ran into a strange problem with the old "research ingres"
supplied on the Ultrix binary-only distribution tape.
Here's the situation:
- VAX 8650 running Ultrix 1.2
- the research ingres supplied in /usr/new was working fine until
  recently.
- all of a sudden 'creatdb' gives the following error message if
  a user types something like:

	creatdb foo
----------------error message from 'creatdb foo'------------------
mkdir: foo: Permission denied
UNIX error: No such file or directory

SYSERR: chdir /usr/local/Ingres/data/base/foo: probably bad default mode in mkdir
Illegal instruction
------------------------------------------------------------------
- creatdb works fine if you are login or su to 'ingres' or 'root'
  This was not the case previously.
- I checked the protection levels and suid of the various ingres
  binaries and they all are fine.
- I created a new 'users' file to make sure things were set correctly
  in there.
* The only thing that has changed on the system recently is a kernel
  mod to install the latest version of DECNET (version 1.1.4).

We are a binary-only site so I can't look at the source code for anything.
