quotas

Hi.  I know next to nothing about quotas except that I hate them and am
glad I never have to deal with them.  Unfortunately, some people do have
to live with them.  My question is, is there a way to tell whether or not
a user is over quota BEFORE creating and writing a file?  What I want to
avoid is creating a file with the intent of rewriting it (say from an
editor) only to find that the user is over quota.
