How do I get RCS?

bigtex does for TB+ users.  But RCS doesn't seem to work.  I assume
it's "diff" incompatibilities.  In particular, "co" fails when
retrieving any but the current revision: "ci" seems to create corrupt
archives.  Let me know if anyone has a fix.
