UUCP over TAC

TACs are a bit depraved, but people have demonstrated that it
is possible to run UUCP through them.  The first step is to
make sure you get them into binary mode.  I can't believe that
DCA just spent $$$ rearranging the antiquated TAC configurations
rather than just going out and redoing them with a $5000 terminal
server.  Host names are really an important feature these days.
