sroff copywrite question

We have a mutation of nroff(?) called sroff in our /usr/src/local
directory that came from U C B some years ago...
Any one know
(1) what the copywrite status of this source code might be?
(2) whetehr there is a "Public Domain" (free to copy and distribute)
version of nroff/troff that can be got at without tcp/ip etc...
