Anybody know of a PD C preprocessor?

We need a public domain C preprocessor, if you know of an implementation
that runs on DOS or is easily adaptable to DOS.  There doesn't seem to
be anything like this in the UUNET archive (except maybe GNU, and the boss
is worried about the "copyleft" implications for this case).
