Is nice really nice?

  I am curently on system V R3.1 V3.1.0.1  I am running a program that
converts 24 bit pixel data from a ray trace into a raster format that can
be read by my output routine.  This conversion is a time consumming (both
real and cpu) operation.  I have tried using nice to give the job a slower
priority.  After the job starts the process show a nice value of 39 but
the priority is still at 20 (same as without the nice option).  Due to
the intensity of this process the rest of the users on the workstation
are severely inhibited by slow response times.  Does nice not work as I
seem to think it should?  Or is there some other way to slow it down?
