UUCP question (why do I get Permission Denied?)

Most probably the reason is because the D. file (in this case D.ctisbvENZS2)
was already transferred the first time thru: 

uucp hp4nl  (8/2-14:06:11,26687,0) REMOTE REQUESTED
	    (hp4nl!D.ctisbvENZS2 --> cti sbv!D.hp4nlSNZS2 (news))

and was mode 600 or somesuch so that uucp would not allow it to be overwritten.
I see this occasionally, and everything works fine, for the X. file will
get transferred during the second conversation:

uucp hp4nl  (8/2-15:08:39,27046,0) REMOTE REQUESTED
	    (hp4nl!D.hp4nlXNZS0 --> ctis bv!X.hp4nlNNZS0 (news))


Now, all the files (D/C/X.) are there, the conversation succeeds, and the
job is run.
