A structured Help facility for Unix?

i'm looking for a Help facility which would run under System V.
what i have in mind is something organised along the lines of info
mode in GNU Emacs, but as a free-standing program which wouldn't
require the user to use or understand Emacs. VAX/VMS Help is a good
example. i guess it should access man pages to describe commands but
also allow structured grouping of other help topics, which could be
locally tailored to meet the needs of the users.
is this just a | dream ? ;-)
or does someone know of such a product?
