Multipurpose Security System (for) Users

Is there anybody who knows about a General Purpuse Security System,
for a computer system(UNIX) with inventive Users? 
I am using Convergent's with informix and would like to make
the system secure, (as far as it goes).
If there is, i would like to know about it.
