UPS initiated autoshutdown

I am about to purchase an uninterruptable power supply (UPS) for the
system. We were just burned something awful by a power outage. My question
is this: does anyone have software for a daemon that monitors the power
status, and invokes a safe shutdown should there be a prolonged power failure?
The UPS would weather a short failure, but I need a program that periodically
watches a serial port that connects to a relay that opens in the event of
a blackout. If the power were off more than, say, 20 minutes, the daemon would
take the system down safely prior to the UPS giving out.
I remember this subject being discussed earlier on the net, so please send
any information directly via email. Will be very much appreciated!
