Local moderating.

How do I go about setting up a local moderator ID that has to okay all
outgoing news before it is sent? As a public access BBS, we're going to have
users that we don't know personally, and can't 'punish' (except by removing
their access to the net), and we don't want garbage being posted from OUR
site.
