stuck port

We have a modem connected to a port on our system. This port is
being used for both dialin and dialout. On several occasions
a login will be terminated on that port that seems to result in
a ctrl-S being left in the input buffer. I can only speculate that
this is the result of some noise on the line. This has happened with
both a uucp dialin and interactive dialins. QUESTION: how
can I clear that port from the computer end (ie another terminal)
short of disconnecting the
modem and attaching a terminal and hitting ctrl-Q? Of course I could
have someone call in on the modem line and hit ctrl_Q but that is
not always possible and is usually not workable if a uucpp site is
calling. When this situation occurs the system reports that
the port is busy when trying to access it from another terminal.
Thanks for any suggestions,
