RCS/SCCS functionality for non-ASCII files?

I'm doing some asking around for a colleague.  Is there any tool
available that will provide any subset of the functionality of RCS or
SCCS for non-ASCII files?  The primary interest is in mutual exclusion.

I'll collect inputs sent via email, and summarize to the net if there is
enough interest.
