Unix without tar?

We encountered the "missing tar" problem in shipping our 3B2 software also,
but found that tar is hiding in the /etc directory on 3B2's.  AT&T must now
figure tar is a superuser only function (since /etc is included in the path
of the root/su login).  But any user can invoke tar by simply saying 
/etc/tar xv etc.etc.
