NQS availability?

Is anyone familiar with the software package NQS?  I was under
the (possibly mistaken) impression that this package was 
developed at NASA and was available for a minimal charge.  
Does anyone know if this is true?  Is it available via ftp?

We are currently looking at installing the mdqs package on
several workstations here, but several people have mentioned
NQS as an alternative.  Any information on NQS or similar 
queuing packages would be greatly appreciated.
