Password Servers

We have a large ethernetted operation and are thinking
of implementing a Password Server (not a trivial goal),
however, other than Kerberos (which is more than a
Password Server), I'm unaware of any other work in this
area.

We're unwilling to implement Kerberos in our environment
since the application is very old and unaware that it's
even on an ethernet.  Our users do not login across the 
ethernet nor do they take advantage of any servers.

Is anyone doing anything in the area of Password Servers?
We'd rather not re-invent the wheel.

Pointers to articles or research welcome.  Suggestions 
welcome.  Anything is appreciated.  Thanks in advance!
