lpr, PostScript, and page restrictions

Due to abuse of a particular PostScript printer, I have been asked to
limit access to the printer. Each person with access to the printer
will be authorized to print some number of pages and, when that
allocation is used up, he or she will need to apply for an additional
allocation.
I need to keep up with the number of remaining pages for each
authorized user. I am currently driving this Apple LaserWriter Plus
with TranScript 2.1 from a Sun3/50 running SunOS 4.0.3. Before I
reinvent any wheels, does anyone else already do this sort of thing or
have insights you feel are pertinent.

The abuse of this printer is real, not imagined. It is being used in
ways that greatly abuse the generosity of the owner. Money for
replacement of this device is non-existent so we need to avoid
frivolous use. Comments that this sort of restriction is fascist will
be disregarded as economically naive.
