bash command line expansion

Hi World,
	Is there any way for bash version 1.05.2 to be able to expand
csh expressions while in emacs editing mode?  A simple example of what
I mean is:
	$  ls /bin /usr/bin /usr/local/bin
	$  cd !!:2
and now being able to press some sequence to expand the current line
to
	$  cd /usr/bin
and allow me to continue editing the line?

While I'm here, is there a user manual for bash around nowadays?
