Disallow rlogin for named hosts (?)

The man pages for rlogin and hosts.equiv seem to indicate
that "negative entries" of the form

    -hostname

in /etc/hosts.equiv would disallow all rlogin access from
the named host. This seems to have no effect different than
the absence of the hostname from the list (That is, if the
user has a password entry, he is asked for a password.)

What I would like is to force logins at the console only
for few hosts, such that "rlogin hostname" results in either
"permission denied" or connection refused.
