Why does open("/dev/ttyxx", O_RDWR|O_NDELAY) block???

I'm having trouble getting HDB cu and uucp to use a particular port
for dialin/dialout.  The port's configured properly, the cable's
configured properly, and the modem's configured properly, but dialout
processes frequently block, even though O_NDELAY is set.  How come?
