Mysterious net dilemma

Hi, I have just brought up a machine at a previously unused internet port.
Once the net software was initilaized on it, it was able to access the
internet properly, but nothing already in existence seems to be able
to find it. ping works with the numerical address from a second machine,
but even though I have added the machine's name to the second machine's
/etc/hosts file, it does not acknowledge that it knows the machine by
name. using rlogin, it comes back with "error 0", ftp'ing to the machine
gives the reply unknown host as does telnet. Additionally, attempting
to bring up nfs on this new machine results in the response "access denied"
even though the machines it tries to access give universal r/w access to
anyone...
HELP!
