Text Processing. Editor to create Man pages ?

I am interested in creating a large quantity of on-line manual pages.
I have looked at the sources for these beasts and I was curious if
anyone has written an editor that will build these files for you ?

Or Does everybody do this by hand with vi ???  8-(   I hope not !
