Need MS macro help for troff -- formatting cover sheet with RP

I have a document that *** must *** be formatted with the ms troff macro
package and need the entire contents of a .RP cover sheet as normal,
*** but shifted about 3 inches down the sheet *** to match the title
window of the plastic document covers that I have to use.
Putting vertical space with .sp as part of the title material to .TL
has no effect beyond about 1.5i, nor has a .sp 3i just before the .TL.
I don't want to try and redefine .TL because it appears (looking at
/usr/lib/ms/ms.cov) as if .TL actually does some initialisation for the
rest of ms. TFM is no help on this; it names the registers in ms,
but doesn't say what they are (except for the normal ones like PO, VS, etc) !
In any case, they don't take effect until the next page; this does not
help me format the cover sheet !
I don't want to try things like copying the cover sheet and pasting
the copy underneath the window unless I have to, so if anyone knows a way to
move the entire sheet contents down using ms or troff itself,
please let me know. I shall summarise to the net.
(In any case, why the hell does ms need all that garbage in the relevant
parts of ms.cov just to do the simple cover sheet ?)
