Is RCS in the public domain?

Our site is using RCS on a Convex. I'd like to be able to use the same
system on our new DECsystem (Ultrix) instead of SCCS, which is supplied
by DEC. I remember reading some time ago that one of the advantages of
RCS over SCCS was that RCS was in the public domain, while SCCS wasn't.

Can anybody tell me whether this is correct and, if so, where the
sources for RCS can be obtained (ftp?). If not, are there any vendors?
