Idle User Zapper

[Murray S. Kucherawy]

We're looking for a shell script or C program (preferably public domain)
that notices idle interactive users and sends them messages and/or logs
them off.  We'd also like to be able to notice processes using high
amounts of CPU.  If such a thing exists, would someone please send me
information about where I could get such a thing?
