dialing in to a serial port

On our machine, a Sun 4 running 4.0.3, we have a modem on one of the
serial ports and we run "getty" on that line so that users can dial
in. However, once someone logs in, the OS does not log the login in
utmp or wtmp, so typing "who" for example, does not show that user
logged in. Could anyone give me some idea of why the login is not
getting logged in utmp?
