Planned permissions

I just did a little survey on my machine here, and of the 70 users with
.plan files, only 40 had the permissions set correctly.  You may be
able to read your plan file fine, but other users may not.  Group and
others need read permission on your .plan file and execute permission on
your home directory.

I'm posting this to the world because I suspect these statistics hold
generally and it is a shame to see your words of wisdom wasted by a
clear read permission flag.
