Creating ANSI labeled tapes under UNIX

Hello all!
I have an old version of a program call vmstp that creates VMS FILES-11
FORMAT(ANSI standard?) labeled tapes under BSD or SunOS. The drawback to this
program seems to be it's limitation to 17 character filenames. It seems
that this version of vmstp does not produce the HDR4 label allowing for
longer filenames. Is there a new version of this program or some other
standard utility that I can use to create VMS compatible tapes with long
filenames? I have tried greping through the man pages for something that
might help.
