Can't connect to suns from a machine via tcp/ip

I got an interesting problem on a sun Sparcstation IPC (call it A) running
4.1.1.
I'm on a big ethernet (actually multiple ethernets connected by Cisco boxes).
Machine A has no problem running ftp to PCs and MACs running NCSA Telnet.
Other suns have no problem connecting to Machine A via ftp and telnet (I'm only
using IP numbers on Machine A so I can't run the Berkeley r-tools and other
stuff).
Machine A can ping the other sun's, but ftp and telnet just hangs up (it starts
but doesn't ask for an account).
The machine comes from a 3rd party with special software, and a lot of
configuration files in /etc were changed (not sure why). Anyone know what to
look at and why this happens (I'm going to look into the problem -- never saw
this before).
