How to post gnu bug reports/change suggestions?

I've been mailing my comments/bug reports/suggestions to any authors
I can find listed with the software. I'm not sure this is the best
approach. Often I'm not sure whether the intended people ever received
the e-mail I've sent, because I don't get any kind of reply saying
somebody got the message.
I think that there are some gnu newsgroups, I don't receive these
here, nor do I know the specific names of the gnu newsgroups.
(It might be possible to post to gnu newsgroups by going through
uunet's 900 number, but I'd have to know the group names/purposes)
Is there a better way of posting or sending these comments?
(it would be best to email replys about these questions to me.)
