pass8 doesn't

I've been trying to compile a Chinese xterm on a Vax 3100 running 
4.3 BSD.  The problem is that none of the characters appear unless
I put the terminal in raw mode, in which case the terminal is 
useless.

After frantic debug, I'm finding that the characters are getting their
eighth bit stripped between the write and the read.  I've tried

stty pass8 

but that doesn't seem to do anything.

Any ideas.
