Modem causes system to Reboot

Heres the problem.  I have an internal 2400 baud hayes compatiable
modem(Star).  It is set up as com1.  On a 386/25 clone running
SCO Xenix 2.3.2f

If I have the tty1A port enabled and I dial into the system the
computer will do a soft boot.  If I disable the tty1A and dial in
the system will not soft boot.  The modem will connect with the
calling modem, and I can then enable /dev/tty1A
I have tried setting the various AT options such as:
do not echo commands
do not display result codes
DCD always on
DSR always on

but to no avail.
I had this problem once before with a external 2400 modem(Viva)
and finally jumpered(butchered) the wiring so that it finally worked.

Anybody have any ideas?
