Developing a TOOL

Is there a tool, program or utility that takes an application program
and gives the network charecteristics, resources accessed, Time taken
at each stage, and the TCP/IP messages and their charecteristics for
that application program.
	Some sort of an network accounting tool(on SUN4's with sunos 4.1.1)
that gives the charecteristics of a given application program at 
the LOWEST level.
