Normally, on System V/386:

	0 == shutdown
	1 == single user
	2 == multi user
	3 == networking

I've used another System V system, but it had 0 == single user, 2 == multi
user, and I added 3 == networking when I installed the network software.
It didn't have a shutdown mode, per se, so long as power was up.
