at386 emulation doesn't underline on 6386/25 WGS

I have a shiny new AT&T 6386/25 WGS with an el cheapo 324 monochrome
terminal running as AT386 off of a Paradise VGA board. The problem
is that it won't show underlining. This occurs with CrystalWriter's
own termcap definition which includes the ansi coding for underlining.
It also fails to underline using terminfo using /usr/lib/terminfo/a/at386
or at386-ul. The DISPLAY(7) documentation for the console display
clearly states that underlining should be possible. tput fails to
go to underlining using smul, nor does echo when the "proper" sequence,
"\033[4m" is sent to the screen.
Does anyone have a way of showing underlining? The cursor is a blinking
underline itself, so the blinking thing should be possible :-)
