ISC 2.2.1 TCP bug and VJ header compression interaction

There's a known bug in ISC 2.2.1 TCP which causes bad IP headers to be
sent. It usually causes just unnecessary retransmissions. It's said to be
fixed in the next release of ISC tcp
But: if you run SLIP to a gateway which has Van Jacobson header compression
enabled (like KA9Q with "attach slip ...." with the 'v' option), these
bad IP headers also cause the remote gateway to switch to VJ compression.
Consequently all TCP connections time out, UDP still works as VJC only
is done for TCP headers. Disabling VJ on the gateway flushes the mail
queue...
