Job control libraries under ISC 2.2.1

Recently we upgraded from ISC 2.02 to 2.2.1, however we chose not to
upgrade the development system, as we are now using gcc.  The
problem is that we wish to compile Bash with job control, but
haven't got the header files are libraries to support this.

Can someone suggest a legal way that I can obtain these items?
