DS3100: UUCP with Hayes 2400 modem

I am having some difficulty getting uucp and tip to function correctly
on a DECstation 3100.

General information:	DS3100, 24meg, RZ23 + RZ55 disk
			UWS 3.1 (Ultrix 3.1, DECwindows 2.1)
			Hayes 2400 baud modem

In a nutshell, tip returns with the message "all ports busy" or simply
hangs and the hayes modem hangs up immediately after answering an
incomming call.

- The device connection is made of a DEC Connect cable (DC16E-10) and
  a db25 converter (H8571-A).

- uucico from the DS3100 to another machine works fine.

- The permissions on the device are 666.  Using tip as root also
  fails.

What I'm looking for is a verification that there is something wrong
with the generic dialer for uucp and tip or a solution that someone
else has worked out.  I have uucp and tip running on vaxstation
3500's, MicroVax II's and 3600's, all of which are VAX based machines.
I do believe there is something wrong with the DS3100 implementation
of tip and uucico, but I would like to get some verification before
going to DEC.
