no core dump on seg fault (decstation 3100)

Using a Decstation 3100 I occasionally run into a problem in which
segmentation faults DO NOT produce a core dump. I've ruled out most
of the usual suspects such as not enough file space, permissions,
etc. It seems that the same program faulting *sometimes* produces
a core dump and sometimes does not.
If anyone knows why this might be I'd appreciate hearing. (Note
that other users at our site have experienced the same behavior.)
