Ultrix educational source licencing question

I recently received my Ultrix 3.0 educational source kit.  Amongst the 
tapes was a 65+ user capacity upgrade tape.  The cover letter states 
"This software lets you increase the maximum number of users on your 
ULTRIX system".

My local sales office is unable to tell me what I am legally permitted to 
do with this tape.  Since the source is not for a specific machine, my 
guess is that I may use the upgrade kit on any machine covered by the 
source licencing agreement.  This makes sense, because the first source 
change I might otherwise make could be to remove the code which checks
the number of users.

But is it actually true?

I'm actually asking in connection with the VAX, but am interested the 
answer for the PMAX as well.  In particular, I have just heard evidence 
that Digital has lost PMAX sales to an educational site because "they 
won't licence it for more than one user" (I think they meant two users, 
but the point stands).  Is it the case that getting themselves a source 
licence would solve that problem?
