PC emulator for RISC/Ultrix

We are setting up a development system using a DS3100. One required program
is a cross-assembler/simulator that is only available on PCs. Since the
system has to travel sometimes, having to lug around a PC just for one
application isn't good. Our DEC rep says that SoftPC is available for
RISC/Ultrix. I would like to hear from anyone using it on RISC or VAX to
get some idea of its performance and compatibility with current MS-DOS
applications. The literature I've seen is very brief, and doesn't indicate
how fast the program is relative to a PC. Sales literature claims aren't
know for their accuracy in any case.
