I cannot upload (zmodem, kermit) to Ultrix 4.0 RISC

I cannot upload files from my PC to our Ultrix 4.0 DECsystem 5400.
However, downloads work perfectly. In addition, both uploads and downloads
work find to/from our Ultrix 2.0 VAX 8530.
I have tried Kermit (4E(070) 29 Jan 88), Zmodem (rz/sz), Ymodem
(rb/sb), and Xmodem (rx/sx). I have tried various baud rates, too.
The connection is:
PC --> DECserver 200 --> DECsystem 5400
No modem involved -- this is a straight terminal server connection.
The connection is identical when getting to the VAX 8530.
Somehow, I am able to upload at 2400 baud via modem, but not by
direction connection.
Where do I look for this problem? Like I said, it works fine with
the VAX, and it has for years. It doesn't work with the DECsystem in the
identical configuration.
