DECstation 3100 console terminal type: ANSWER.

Folks,

First, *many thanks* to those who responded to my query.  The answers
were absolutely uniform: the bare DECStation 3100 console is a dumb
terminal; it lacks the capability to position the cursor.  Therefore,
some sort of window manager is a must.  Bummer; I had wanted to
completely avoid using a window manager.  Oh well.
