telnet fails to Ultrix RISC 4.0 (was ok to previous Ultrix)

We just installed Ultrix 4.0 on one of our DS2100, but now telnetting
to it from outside is failing - login and password prompts are given
and the logging-in stuff starts, but then caller gets "connection closed
by foreign host", apparently right after /etc/motd is shown.  I can't
find anything funny in system setup, which appears to have been
faithfully copied from the one we had on the previous release.
What has changed that could affect this?  Can't find anything relevant
in the release notes.  Another symptom - trying to login as root fails
with "needs secure connection", but I *HAVE* written "secure" on every
pty in /etc/ttys.  Any hints appreciated... thanks in advance.
