How to make DS200/DS300 refuse incoming call to down cpu?

My uucp customers will not be happy if my DEC terminal servers (DS200
and DS300) persist in acknowledging the incoming call even though the
dedicated service to which the port is allocated is not available.
They don't like paying for the useless call (and its retry).

How can I configure the server to behave just like a real hardware
port on a VAX?  I don't want the modem to answer the phone if the cpu
isn't listening; thus, I don't want DTR raised by the server if the remote
service to which the dedicated port is assigned is not available.

On a related note, if you set up a port with a dedicated service, but
don't specify autoconnect, I believe you get a useless port.  It won't
do anything but sit there.  Things are happier if you either use a
preferred service, rather than dedicated, or if you specify
autoconnect (and the service is available, of course).
