Questions following Ultrix 4.2 Install

I've spent most of this weekend getting some machines moved from Ultrix
4.0 to 4.2. The only troublesome bit remaining (that I've found so far)
is that it isn't recognizing a second swap partition as it did in 4.0.
During boot, or when I try "/etc/swapon -a" afterwards, I get:
Adding /dev/rz1b as swap device
/dev/rz1b: No such device
But there is:
brw------- 1 root system 21, 8 Jun 29 18:08 /dev/rz1a
brw------- 1 root system 21, 9 Jun 29 18:08 /dev/rz1b
brw------- 1 root system 21, 10 Jun 29 18:08 /dev/rz1c
... etc.
The /etc/fstab is the same as on Ultrix 4.0:
/dev/rz0a:/:rw:1:1:ufs::
/dev/rz1a:/tmp:rw:1:3:ufs::
/dev/rz1b::sw:0:0:ufs::
/dev/rz0g:/usr:rw:1:2:ufs::
/dev/rz1g:/local:rw:1:3:ufs::
Note that rz1a and rz1g are mounted and work just fine. Finally, in the
configuration file, I have:
config vmunix root on rz0a swap on rz0b and rz1b dumps on rz0b
As I say, I took these from the 4.0 files where they worked as expected.
I've been through the 4.2 release notes, and the 4.1 release notes as well,
to see if there was any change in how swap space is defined, but I couldn't
find anything. Chances are, after spending a weekend on this nonsense I'm
overlooking something obvious.
If it matters, I had rz1 turned off throughout the installation since it holds
the local filesystems. After the basic system was going, I added the fstab
entries for rz1, shut down the system, turned on rz1, and booted up. Both
rz1a and rz1g fsck'ed normally and seem to be perfectly happy. So I don't
see why swapon is unhappy with rz1b.
Suggestions would be greatly appreciated.
