CNTL-D on output

The standard UNIX tty driver will not output control-Ds except in raw
mode; this is to prevent certain terminals from hanging up, giving up
the carrier, becoming an ex-terminal, etc.  But we have a beast that
*likes* receiving control-Ds; it thinks they're color-change signals
or some such.  And we can't run it in raw mode; we need the XON/XOFF
hand-shaking to slow down UNIX when it's talking too fast.  My
question is this:  we'd like to take out that feature.  What, if any,
popular terminals will take their bits and go home if you dare say
\004 to them?  I seem to recall that DECwriter III's can be strapped
that way, but I don't remember what happens if you disable that option.
